What do you apply for with this form?
Use this form to register your vessel with the ILT so you can apply for a Netherlands Shipping Inspectorate (NSI) number (ID number).
This form is for registering:
- Ships yet to be build and newly built vessels coming to fly the Dutch flag.
- Existing vessels coming to fly the Dutch flag for the first time (ships flagging in).
- Vessels formerly flying the Dutch flag, and now returning under the Dutch flag.
Please note: this form does not register your vessel with the Dutch shipping register. For that purpose, please use the form Application nationality certificate and certificate of registration merchant shipping.
This form is not intended for vessels that are built in the Netherlands to fly a foreign flag. You may need a 2bis declaration for the delivery voyage. To apply for this declaration, please use the form Application permit pursuant to article 2bis and/or exceptional certificate of registry.
Who is this form for?
In the case of newly built vessels, this form is intended for shipyards, parties commissioning the construction of a new ship or prospective ship managers. In the case of vessels flagging in, this form is only intended for the new or prospective ship manager. Ship manager is understood to mean:
- The owner at the branch office in the Netherlands;
- The organisation/ship manager in the Netherlands to whom the owner has transferred responsibility for the operation of the ship. The owner then chooses domicile at this ship manager's address in the Netherlands. This ship manager is a company incorporated by notarial deed as described in Article 311 of the (Commercial Code);
- The bareboat charterer at the branch office in the Netherlands. The bareboat charterer cannot transfer responsibility for the operation of the ship.

How does your application work?
Once you have submitted your application, you will receive an automatic receipt notification. Has your application form been submitted in full, including all the appropriate attachments? Then the ILT will process the application. You will be notified about this. When processing your application, the ILT adheres to the statutory decision periods.
Please note: The ILT does not process incomplete or incorrectly completed forms. This also applies if you fail to send the requested attachments. You will then receive a request to submit the additional information within a certain period of time.
